I haven't played the game, but a lot of Japanese studios are doing it. Capcom even alters art books "for the West" vs other regions at this point.
edit: They have keywords used across multiple studios like:

@thendrix@social.hendrixgames.com @hj@shigusegubu.club I also fail to even conceive how it would be pandering to anyone, it's a Japanese game set in a very clearly fantasy world, and in no way references anything real-world related, besides the various myths and traditions, usually. The previous expansion had not-Persia/India and that seemed to be just fine.

It's a world wide release, and it could be considered outreach to specific regions.
