<p><span class="h-card" translate="no"><a href="https://mastodon.social/@whitequark" class="u-url mention">@<span>whitequark</span></a></span> i don&#39;t know very much about the period but it seems like the collapse of the soviet union was a very fluid time and would have been a bad time for anyone to start an argument about the custody of nuclear weapons. i&#39;d also wonder a little whether simply *having* some nuclear weapons without an active nuclear program to e.g. maintain and eventually replace them is practically useful.</p>
