Reading the page I linked to again, maybe it just means that you don't need the stamp, but still want the form, to certify that you are a resident of elsewhere and a tax treaty applies. But the amount should probably just be the whole amount you are paid, declaring it to not be taxable by Austria (as it would normally be).</p>
