<p>I don&#39;t care who the target was intended to be. Putting explosives in consumer devices, that are used in civilian spaces, that are then detonated without discrimination for active militants has little ethical difference from planting land mines.</p><p>It sets an awful precedent. There is a reason why these types of weapons are often banned. In fact, I would argue these exploding pagers would violate the UN Geneva Convention Protocol II.</p>
